Taunggyi is the capital of Shan State and is at an elevation of 4,712 feet (1,436 m) above sea level. The name Taunggyi means "big mountain" . The Taunggyi hot-air balloon competition is one of the most popular festivals in Myanmar during winter. Traditionally this balloon raising ceremony is to pay homage to Sulamuni Pagoda said to be in the abode of the celestial beings by sending up lighted hot air balloons. The festival is also a competition by who can send up the most elaborate and decorated hot air balloons.

The hot-air balloons are made up of hand-made paper beautifully designed with colorful fireworks and firecrackers. It is divided into 2 parts: day for amateur and night for professional locally called Mee Gyi Seinnaban. In the Day part, the balloons released are made in the form of the elephant, pig, cow, birds, duck, etc. Seinnaban Mee Gyi and party release in the night. Seinnaban means “diamond earrings that emphasizes the beauty”.

Although more famous night balloon is, the balloon during the day is still impressive. When launching, the amorphous pile rising up slowly in hot and fantastic creatures in various forms appear slowly and drift into winter wind. Some entries are not as lucky, a gust of wind or a touch reckless and wandering torch cause damage the creations. This festival is held annually and is accompanied by a procession of communal monk robe weaving. Monk robe offering ceremony is celebrated on full moon day of Tazaungmone.
